1. Everything needed to make it work is included:
__ Two rechargeable battery packs (with integral covers)
__ Charger/cradle
__ USB cord
2. It connects to, and charges from, the Wii console (using the supplied USB cord).
__ This works even when the Wii is in standby, so you don't need to leave the Wii on.
3. It charges the batteries with the silicone sleeves installed on the controllers.

The unit has two LEDs (one for each controller) that shine blue when not charging, and red when charging. There is no third color to indicate a charged controller is sitting on the cradle.
The only issue I have with the unit is that placement of the controllers is rather touchy. (At least this is my experience with the silicone sleeves installed on the controllers. The way I used this is to charge one remote and use the other. When one would run out, I'd start charging it and switch to the fully charged one. Sometimes I would have to remove and replace the controller several times in the cradle to get it to start charging, but within a few minutes I could always get it charging. Unfortunately, after 7 months of this, one of them stopped working. It would still charge, but the controller would not turn on even after charging was complete. I pulled out a multimeter and noticed that the battery that doesn't work only holds a charge of 1.9V instead of 3V as the one that works. What I suspect has happened is that the charger doesn't detect how much a battery is charged and charges based on time. It may have restarted a timed charge on a battery that was already fully charge (perhaps after a power outage) and damaged the battery by over charging it. I bought this good deal, but one battery did not work, and they were hard to fit in and take out, I was afraid I was going to break something. I am still looking for a charger that will take them with the silicon cover, has anybody found a good buy on this?
